What the watermark actually restricts

An unactivated Windows 11 installation is fully usable. Apps run, files open, updates install. What you lose is personalisation: wallpaper, accent colour, themes, lock-screen options and taskbar customisation are greyed out. Some Settings pages show a reminder banner. Nothing is time-limited and no data is removed.

Check whether you already own a licence

Many machines are licensed but failed to confirm it. Confirm before assuming otherwise.

• Run `slmgr /xpr` to see whether the licence is permanent or has an expiry date
• Run `slmgr /dli` for the licence channel (Retail, OEM, Volume) and the last five key digits

Why it reappears after a reinstall

A hardware-bound digital licence is re-applied automatically once the machine is online and signed into the Microsoft account that owns it. If you reinstalled offline, or used a different account, the watermark stays until you sign in and let the licensing service match the hardware hash.

Things that do not work

Registry edits and third-party overlays that hide the text do not activate anything. The licence state is unchanged, personalisation stays locked, and each feature update restores the notice. Treat any guide promising a registry-only permanent fix as unreliable.

Whatever the cause, the compliant options are the same.

Most Activate Windows Watermark failures fall into three buckets: antivirus interference, missing administrator rights, or a corrupted Software Protection Service. If you see error 0xC004F074 the KMS host could not be contacted — disable Defender real-time scanning for two minutes, then re-run the activator. Error 0xC004C003 means the product key is blocked by Microsoft; switch to the HWID method, which bypasses key validation entirely by binding the licence to your motherboard's hardware ID. Error 0x80070005 (Access Denied) is always a UAC issue — right-click the executable and select "Run as administrator".
