These mean the client could not complete a handshake with a licensing host.

- 0x8007251D — the host was found but returned no response; the host itself is unhealthy
- 0xC004F038 — the host has too few clients to activate; a KMS host needs a minimum client count
Key and edition errors
These mean the key itself was rejected.
